Yes, you can use the Form Collapse tool. That is not possible to fill out the PDF file directly to the form. You have to still use your current process to let them download the file and upload back. I think you are basically trying to address two issues here You can display a link on the form, in the notifications, offer the link as a download, or even display the whole entire pdf so that it's viewable in a live format. If you are having trouble viewing a PDF there may be a few things causing this issue.
One, there could be a conflict of some sort but an iFrame usually solves this issue. Three, if everything is Okay with Two then most likely something needs to be ReInstalled or Updated since that can cause problems also.
I've done some previous research on this and I think that you are looking more for something along the lines of an ActivePDF that is generated and editable online which can also be saved as well. During my testing of this however, I noticed that there was a conflict it seems so I will have to look into this some more and get back to you.

I've tried countless times to paste each of the embed codes into a page on our website at ChurchSpring but it hasn't worked. I also have not heard back from them in answer to my support ticket on the subject. They originally instructed me to 'paste the embed code' from JotForm into a blank text box where HTML goes and that's what I've tried lots of different ways too!
